The apartment building was designed as cooperative housing with administrative premises for the Society of Former Political Prisoners by Noi Pidhornyi, a Ukrainian architect of Jewish origin. The construction lasted three years and was completed in 1935 when the Society had already ceased to exist, so it was handed over to the city’s housing and rental cooperative.
